Dr. Ghita Mezzour has shaped digital transformation and artificial intelligence from every side of the table: as a government minister, a researcher, and a technology entrepreneur. Few speakers can say they architected a nation's digital transformation strategy. She did exactly that.
As Morocco's Minister Delegate for Digital Transition and Administrative Reform (2021–2024), she was the architect of Digital Morocco 2030, the Kingdom's national digital transformation strategy (with a major AI component), which she launched in 2024 and began rolling out before leaving government. Her tenure delivered measurable results: a hundredfold increase in her ministry's budget, 4G coverage extended to thousands of remote regions, and a doubling of the number of university students enrolled in digital and technology degree programs. She spearheaded Morocco's launch of GITEX Africa, now the continent's largest technology and startup event, and signed strategic partnerships with Oracle, Nokia, Huawei, NTT Data, Alten, HCLTech.
Her authority is grounded in elite training, with a PhD in Electrical and Computer Engineering from Carnegie Mellon University in the US and degrees from EPFL in Switzerland, and in real institutional work, having led AI projects for the World Bank, UNDP, USAID, and NATO. She is founder and CEO of DecisiveAI, and her earlier venture, DASEC, was named Morocco's best digital solution at the World Summit Award 2020. She has been honored among the 50 personalities shaping technology in Africa (2024), with the EPFL Alumni Award (2023), and as an MIT “Rising Star” (2015).
Trilingual in Arabic, French, and English, Dr. Mezzour speaks on national digital and AI transformation, AI governance, digital and AI adoption in emerging markets, responsible AI, and women's and Africa's leadership in technology. She doesn't theorize about the future of digital and AI transformation. She has architected it and driven it at the highest level.
